Qualifications

To qualify for this position, all applicants must meet the following selective placement factor and minimum qualification requirements: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Possess budget experience within a healthcare organization/clinical research program that required you to collect, analyze, and interpret financial data and human resources regulations (forecasting staffing needs, salary adjustments, benefits, etc.) while establishing priorities when performing budget planning of multiple, funded research projects. ~AND~ Minimum Qualification Requirements: Specialized Experience: You have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the fields of finance, budget and/or accounting; provided knowledge of, and skill in applying, budget and finance principles, practices, and methods of budget execution and knowledge of organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience includes examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; analyzing budgeting and accounting reports; overseeing budget expenditures; preparing financial analyses comparing actual costs incurred; preparing reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: The work is principally sedentary. Some work may require walking in factories, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items or drive a motor vehicle. No special physical effort or ability is required to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
